Insulation does not generate heat. The other consideration for floor insulation is the level of the floor in relation to the rest of the house. Also see slab insulation, radiant / passive solar for a discussion of proper insulation below a heated floor slab. Most garages don’t need vapor barriers because the amount of vapor that diffuses through garage walls, ceilings, and the floor is not enough to cause wet walls that result in moisture damages.

(i’ll do a post in the future on mrt and link to it.) bottom line, if you keep the garage a constant temperature with a radiant floor, then you are comfortable at a much lower air temperature than you might expect.
If there is a step up from the garage into the main part of the house (assuming that the garage isn’t detached) then the insulation and new floor build up can be added to make the new rooms at the same height to the rest of the house. Add insulating materials inside the walls2.3 3.
